Definitions

For the purposes of these rules, the following definitions apply:

  • "DCP" is defined as the City of Los Angeles Deferred Compensation Plan.

  • "Participant" is defined as any individual having an active account with the DCP at the time the sweepstakes ends: November 3, 2023 at 11:59 p.m. Pacific Time (PT).

  • "Active Account" is defined as having an account balance greater than $0 or an account with an associated participation agreement where the participation requirements have been met in accordance with the Plan Document.  

  • "Entrant" is defined as any eligible Participant who completes an entry by hitting the "SUBMIT" button after completing information.

  • "Sweepstakes" is defined as the 2023 National Retirement Security Month campaign which allows Eligible Participants to submit an entry.

  • “Eligible Participants” are defined as current or former City employees who are DCP Participants with an Active Account by November 3, 2023 at 11:59 p.m. PT.

Entry Eligibility

Anyone may participate in DCP City Fair Engagement activities. However, only Eligible Participants (as defined above) may enter themselves into a random prize drawing (for the Grand Prize Raffle or upon completion of an eligible activity). Each Entrant will receive one raffle entry per engagement activity.

Entry Period

Entry period begins at 9:01 a.m. PT on September 28, 2023 and will end at 11:59 p.m. PT on November 3, 2023.

Prizes and Awarding Process

  • Engagement Activity 1 for Award Weeks 1-2 (September 28 - October 14) prizes: Desktop Bean Bag Toss (50 Winners)

  • Engagement Activity 2 for Award Weeks 3-4 (October 15 - November 3) prizes: Connect Four Set (50 Winners)

  • Financial Wellness Assessment prize: Bluetooth Speaker (50 Winners)

  • Grand Prize Raffle: Pop-up Sun Shade (15 Winners)

As of September 26, 2023, there are 52,353 Eligible Participants. The actual chance of winning a prize is subject to the number of Entrants.

Entrants who submit by 11:59 p.m. PT on October 14, 2023 will be eligible to win prizes available in Award Weeks 1-2 of the sweepstakes. Entrants who submit after 11:59 p.m. PT on October 14, 2023 and by 11:59 p.m. PT on November 3, 2023 will be eligible to win prizes available in Award Weeks 3-4 of the sweepstakes. Entrants who submit the Financial Wellness Assessment form during the Entry Period will be eligible to win prizes available in the Financial Wellness Assessment activity. All Entrants for the sweepstakes, including those in the Grand Prize Raffle, will be included in the final Grand Prize drawing of the sweepstakes.

DCP staff will confirm the final number of Entrants following the end of Award Weeks 1-2, Award Weeks 3-4, and at the end of the Entry Period. Entries will be cross-referenced for meeting eligibility requirements, as outlined above, prior to establishing the final count of Entrants. The final set of confirmed Entrants will be randomly sorted or assigned a random identification number based on the total number of final Entrants. Staff will create a random list based on the total number of Entrants. The winners will be selected by using a random number generator based on the total entries or in a similar method available to staff. An equal number of winners to the number of prizes to be won for an activity will be chosen.

The prize drawings will take place at the end of the National Retirement Security Month campaign. Winning entrants will be announced publicly and will be contacted via the contact information provided at the end of the campaign.

Prizes to be awarded to the Entrant will be selected at random when applicable. Prizes must be claimed by March 31, 2024. Only one prize per Entrant will be awarded. Prizes cannot be transferred, redeemed for cash, or substituted by a winner. The City reserves the right in its sole and absolute discretion to award a substitute prize of equal or greater value if a prize described in these rules is unavailable or cannot be awarded, in whole or in part, for any reason. The approximate retail value of the prize represents the City’s good faith determination. That determination is final and binding and cannot be appealed. If the actual value of the prize turns out to be less than the approximate retail value, the difference will not be awarded in cash. The City makes no representation or warranty concerning the appearance, safety, or performance of any prize awarded. Restrictions, conditions, and limitations may apply. The City will not replace any lost or stolen prize item(s). The value of any prize received from any DCP City Fair activity may be taxable. If DCP staff are unable to reach a winning entrant via their personal contact information provided, the winning entrant will be disqualified and the award will be given to another entrant. Anyone may request a list of the winners by submitting a request in writing on or after November 22, 2023 via email to LA457@lacity.org.

How Do I Become an Eligible Participant?

If you are already enrolled in the DCP you are eligible to participate. New enrollees and first-time visitors to the LA457.com website can click on the “Enroll now” link on the bottom left side of the page to get started or go to LA457.com/register. If you have lost your login information or need additional help to log into or create a new account, you may click on the “Contact Us” link or call our local Retirement Counselors at 213-978-1601, who are available business days Monday through Friday from 8:00 a.m. to 4:00 p.m.

Right to Cancel, Modify, or Disqualify

If for any reason the drawing is not capable of taking place as planned, including but not limited to infection by computer virus, unauthorized intrusion or infiltration by computer hacker, fraud, technical failures, or any other causes (either perceived or genuine) which corrupts or affects the administration, security, fairness, integrity, or proper conduct of the drawing, the DCP reserves the right at its sole discretion to cancel, terminate, modify, or suspend the drawing. The DCP further reserves the right to disqualify any Entrant if it reasonably believes that the Entrant has attempted to undermine the legitimate operation of the Sweepstakes by cheating, deceiving, or participating in any other unfair practices, or if he/she annoys, abuses, threatens or harasses any other Entrants.

Important Information/Resources for Active Employees Not Currently Enrolled in the DCP

  • The DCP is a voluntary, supplemental retirement savings option for setting aside income on a tax-advantaged basis and investing it towards your retirement.

  • Enhancing retirement readiness can be achieved through a combination of your retirement/pension plan and participating in the DCP. The most effective participation strategies include joining early in your City career, contributing 7-10% of pay (the average rate that most employees save), and gradually taking distributions from your account after entering retirement.
