Election Opportunities for
Active PARTICIPANT WPERP rEPRESENTATIVE
AND
Retired AND SEPARATED Participant Representative

The Office of the City Clerk – Election Division, on behalf of the City of Los Angeles Deferred Compensation Plan (the “DCP”), will be administering an election for the Board of Deferred Compensation Administration (“Board”).

This election will be for the following seats:

  • Active Participant Water and Power Employees’ Retirement Plan (WPERP) Representative — Three year commitment beginning July 1, 2024 and ending June 30, 2027.

    • Note: this position represents the interest of DCP participants who are active WPERP members on the DCP Board only and holds no responsibilities with the WPERP or any other retirement plan or organization.

  • Retired and Separated Participant Representative — Three year commitment beginning July 1, 2024 and ending June 30, 2027.

    • Note: this position represents the interest of DCP participants who are retired or otherwise separated from City service on the DCP Board only and holds no responsibilities with any other retirement plan or organization.

Active Participant WPERP Representative Board Seat Eligibility

You are eligible to run as a candidate for the Active Participant WPERP Representative Board seat if you:

    • Are an active participant of the DCP with an account balance; and
    • Are an active member of WPERP.

To qualify to be placed on the official ballot, you must:

    • Obtain a minimum of 50 but not more than 100 valid signatures from active DCP participants who are also active members of WPERP. As designated by the DCP Board, signatures may be collected in-person and/or electronically using the appropriate forms.
    • Candidate materials and deadlines will be made available soon.

Retired and Separated Participant Representative Board Seat Eligibility

You are eligible to run as a candidate for the Retired and Separated Participant Representative Board seat if you:

    • Are an active participant of the DCP with an account balance; and
    • Are separated from City service.
    • Candidate materials and deadlines will be made available soon.

Why Run for the DCP Board?

The DCP is one of the most important benefits provided to City employees. It helps employees accumulate future retirement wealth and income security. The DCP Board plays a vital role in shaping plan design, features, and services. The DCP Board’s duties include administrative oversight, vendor selection, and investment review. While no compensation is provided, serving on the DCP Board provides an opportunity to:

    • Experience a Citywide leadership position
    • Play a key role in driving the future of the DCP
    • Support the retirement security of your fellow employees
    • Impact DCP administration decisions, including plan design, features, and services

Time Committment

  • Monthly Board meetings (approximately two hours in length, on the third Tuesdays of the month)
  • Two to four hours a month reviewing DCP Board and Committee meeting materials
  • Periodic special DCP Board and Committee meetings as needed

ELECTION CALENDAR HIGHLIGHTS

  • March 11, 2024 – Candidate materials will be made available by request either by email or in-person at the DCP office, located at City Hall in Room 867, Monday - Thursday 9:00 a.m. to 4:00 p.m.; Friday appointments available. To obtain candidate materials, please contact DCP staff by phone at (213) 978-1629 or by e-mail at LA457@lacity.org.
  • March 22, 2024 – Deadline for submission of candidate filing materials. Please contact the Election Division by phone at (213) 978-0444 or by e-mail at Clerk.ElectionAdmin@lacity.org to schedule an appointment to submit candidate materials by the deadline.
  • By April 24, 2024 – Ballots and voting instructions will be mailed to eligible participants.
  • May 10, 2024 - Election Day; all ballots must be received by the Office of the City Clerk - Election Division by 5:00 p.m. (ballots being mailed must be postmarked by Election Day and received within three calendar days).
  • May 24, 2024 - The Office of the City Clerk – Election Division will certify the results to the Board of Deferred Compensation Administration within fourteen (14) calendar days after the election. The Active Participant WPERP Representative candidate and Retired and Separated Participant Representative candidate who receives the most votes of all votes cast shall be declared elected for the respective constituent group.

Voting and Election Day

Ballots and voting instructions will be mailed to eligible participants by April 24, 2024.

A ballot containing the names of Active Participant WPERP Representative candidates, voting instructions, and any statements of qualification will be mailed to the home address of DCP participants with an account balance who are also active members of WPERP as of 30 days prior to Election Day.

A ballot containing the names of Retired and Separated Participant Representative candidates, voting instructions, and any statements of qualification will be mailed to the home address of DCP participants with an account balance who are retired or otherwise separated from City service as of 30 days prior to Election Day.

Completed ballots must be received by the Office of the City Clerk - Election Division by Friday, May 10, 2024 at 5:00 p.m. by mail or hand delivery to the contactless mail slot at the front door of:

Eligible voters may set up an appointment with the Office of the City Clerk – Election Division by emailing Clerk.ElectionAdmin@lacity.org or calling (213) 978-0444 to obtain a replacement ballot for damaged, spoiled, or lost/non-received ballots, upon filing an Affidavit of Loss/Non-Receipt no later than May 10, 2024, with enough time to have completed ballots received by the Office of the City Clerk - Election Division by May 10, 2024 at 5:00 p.m.

New DCP participants who become eligible within 30 days of Election Day and who wish to vote, must obtain a certificate verifying their eligibility to vote by contacting the DCP Office at (213) 978-1629 or via email at LA457@lacity.org. Eligible voters may present the certificate to the Office of the City Clerk – Election Division to receive a ballot by calling (213) 978-0444 to make an appointment.
