Election opportunity for Active LACERS and Active LAFPP Representatives
The Deferred Compensation Plan (DCP) is governed by the Board of Deferred Compensation Administration (Board), which is the sole authority responsible for the operation and administration of the DCP. The Board is comprised of nine members and includes a combination of ex-officio and elected members. The Personnel Department provides staff support for the DCP.
The Board’s elected positions are an excellent opportunity for you to have your voice heard on the Board or to represent your peers!
The Office of the City Clerk – Election Division will be administering an election for two Board positions that will open on July 1, 2020. This election will be for the following seats:
Active Los Angeles City Employees’ Retirement System (LACERS) Representative - This seat can be held by any active LACERS member who also has an account with the DCP.
Active Los Angeles Fire & Police Pensions (LAFPP) Representative - This seat can be held by any LAFPP member who also has an account with the DCP.
The term for these positions will begin July 1, 2020 and will end June 30, 2023.

Running for Board
You are eligible to run as a candidate if you are an active employee participant in the DCP and also an active employee member of LACERS or LAFPP.
To qualify as a candidate, you must obtain a minimum of 100 but not more than 200 valid signatures from current active employee participants in the DCP who are also active employee members of LACERS or LAFPP. Candidates are also invited to submit a short qualification statement with your completed, signed materials.

UPDATE March 31, 2020: The nominating petition signature-gathering requirement for the 2020 Board election for Active LACERS Representative and Active LAFPP Representative has been suspended. Voting and Election Day
If eligible before April 15, 2020, you will receive your Election ballots and voting instructions in the mail beginning April 27, 2020.

The Office of the City Clerk – Election Division is closed to the public until further notice as a precautionary measure to help slow the spread of the novel Coronavirus (COVID-19). Members may set up an appointment with the Office of the City Clerk – Election Division by calling (213) 978-0440 for the following matters by May 15, 2020:
Hand deliver a completed ballot
Obtain a replacement ballot for damaged, spoiled, or lost/non-received ballots, upon filing an Affidavit of Loss/Non-Receipt
New participants who become eligible after April 15, 2020 and before Election Day who wish to vote must obtain a certificate verifying their eligibility to vote by contacting Mindy Lam at (213) 978-1644 or via email at mindy.lam@lacity.org or Anna Ancheta at (213) 978-1629 or via email at anna.ancheta@lacity.org. Members may present the certificate to the Office of the City Clerk – Election Division to receive a ballot by calling (213) 978-0440 to make an appointment.
About the Board
The Board is responsible for oversight of the DCP. These responsibilities include plan design, vendor selection, investment review, review of hardship withdrawal appeals, and all related matters affecting administration of the DCP.
Board members attend regular monthly meetings, approximately two hours in length, which are generally held on the third Tuesday of each month. They can also expect to spend approximately 2-4 hours each month reviewing materials for these meetings. In addition, the Board may periodically conduct special meetings. There is no compensation provided for serving on the Board.
The nine-member Board is comprised of:
the General Managers of LAFPP, LACERS, and the Personnel Department;
Water & Power Employees’ Retirement Program (WPERP) Manager;
a labor representative appointed by the City’s unions; and
an elected representative from each of the DCP’s membership groups: active LAFPP members, active LACERS members, active WPERP members, and retirees.
